Call to Order: Meeting was called to order Tom Migliorino 7:05pm

 

Minutes – Chris Cartwright read minutes from last general meeting 1/22/02.

·        Questions on water quality

·        Questions on last 7 homes on Brookwood Drive

 

Acceptance on Minutes: Frank Spinner made motion to accept and Dave Kellam seconded the motion for meeting notes 1/22/03.

 

Treasure report – Provided by Rich Stopa - See attached paper report provided by Rich Stopa.

             

·        Question on loan payment monthly

 

Acceptance of Treasurer Report:  Harriett Parks made a motion to accept treasurer report, Bill Marx seconded the motion.

 

 

Topics Discussed:

 

Correspondence:

·        Mr. Dean letter – wants monthly statement of people paying water bills. Also wants a return envelope.

·        Mr. Nigro – Concern about $58.00 monthly payment.

·        Randy Carl – Interest on billing policy was reviewed.

o       Questions were raised on late payment and interest charges and calculations. Billing policy and late charges with grace period was recommended

Old Business:

 

  1. Reelected present board on 1/22/03.
  2. Discussion of last seven homes on Brookwood Drive and two commercial properties and lack of supporting legal documents was communicated. 
    1. Master deed definition not clearly defined and precludes any additional homes to be attached. Randy Carl communicated his finding after extensive research at Sussex County Hall of Records in Newton.
    2. Randy requested official position from attorney and Tom read the membership agreement mailed to residents in question. 
    3. Second paragraph requiring members and last paragraph (future residents responsible for prior owners debts) was in question. New property. Suggestion to hold a meeting with last 7 homes and attorney.
    4. Question about space on acceptance from Board on agreement letter. 

 

3. New Water Upgrade – paperwork has been submitted for review to be put out to bid. If   DEP does not drag the process, mid April bid package will be competed and bids will go out end of April. 

 

·        Question about performance bond in bid package.

 

4.New Bylaws passed out after put in place by the Board in 3/25/03 meeting minutes.

 

5. Rich Stopa discussed repair that was required to valve.

·        Nitrates are still high but below the maximum level.

·        2003 1st qtr usage – 3,490,900 gallons.

 

6. New  “Welcome to the Neighborhood” packet will be developed by Bill Marx by next months board meeting. New residents will receive this packet with Billing policy and Bylaws.

 

7. New Well recommendation put on a higher priority list than developing a committee to acquire a park on Brookwood Rd.

 

8. Neighborhood Clean Up will be done with funding from the town of Byram.

 

9. Reading of accounts 3 months late was read by Chris Cartwright.

 

10 . Service upgrade on property was recommend and pricing out to homeowners.

 

Motion to close meeting was done by Mark Corey and seconded by Frank Spinner.
