Call to Order: Meeting was called to order Tom Migliorino 7:11pm. Dave Kellam seconded the motion.
Minutes – Chris Cartwright read minutes from last general meeting 4/2/03. & Special Meeting minutes on 5/29/03.
· Questions 4/2/03 meeting- No questions Frank Spinner motion to accept and Shawn Armstrong seconded.
· Question on 5/29/03 Minutes – No Questions – Mrs. Raffay made a motion to accept and Dave Elam seconded.
Treasure report – Provided by Rich Stopa - See attached paper report provided by Rich Stopa.

Old Business:
1. Seven Homes - Discussion of last seven homes on Brookwood Drive and two commercial properties and lack of supporting legal documents was communicated. Tom went over the situation of with the last seven homes. Out of the seven homes two responses were sent back and PNC bank attorney reviewed and corrected the application for membership.
(Frank Spinner made motion to accept and Pat Stevenson accepted on old business.)
2. New Water Upgrade – Tom discussed situation with bid process and starting construction in early 2004. Construction will take 6-8 months. Discussed the town issues and all situations with engineer, attorney.
· Township has waived the complete road paving issue. This cost was absorbed by West Brookwood Association in their process for installing a new water system.
· Mechanical changes and issues with fire hydrants and placement of 19 in the development was discussed.
· 8” pipes to 4” pipe was recommended by Board.
· Generator storage and well housing was not on the plans. This was added to the plans and bid package.
· Well housing clean up and relandscaping to be taking care of.
Questions about parking and fire hydrants in front of resident’s house was raised.
4. Water Quality - Presented by Rich Stopa
Nitrates problem has dropped in half on one well (Mountain Ave Well). Brookwood Well has a small drop in level. Due to the increased rainfall in spring, summer and fall has decreased the level. 12.5 million gallons of water pumped since 1/1/03. 14.1 million gallons was pumped in 2002. $3,000 was spent on water testing YTD.
Questions - on Fluoride levels and if they have been changed over the years.
Questions - on computer monitoring and the cost associated with having paying a person to check the wells and cost of new computer equipment.
5. Reading of delinquent accounts - done by Chris Cartwright. This information was provided by the Treasurer. Outstanding balances were read as of 11-3-03.
6. Park Development- Tom discussed going before the township and presenting pictures of the poor conditions and lack of maintenance with Brookwood Rd.
7. Better communication protocol to residents of problems and concerns with water. Phone answering machine recording on any police matters in the neighborhood or bear sightings was suggested. No resident came forward to monitor this type of communication to residents.
8. Halloween Parade - thanks went to Shawn Armstrong, Carol Olivio and Rose DeRenzo. Parade was held this year on a Saturday 10/25. In previous years Halloween parades were held on Sundays in the community. The date was picked by parade organizer Chris Cartwright ( Rec. Secretary). Chris was busy on Sunday and the change of date seemed to surprise some residents but we still had a large turn out. Carol Olivio donated all candy for the parade to keep the cost about $200.00 for the parade. New sign was purchased by the association and will be keeping in storage unit when established.
9. Elections of Vice President and Corresponding Secretary.
Chris Cartwright resigned from his Recording Secretary position and was nominated by Patrick Stevenson for the open Vice President position. Out going V.P. Bob Moshella declined to run for another term due to personnel obligations within the community.

Mr. Raffay made the motion to accept the present nomination and Mr. Butt seconded the motions. All residents attending were in favor of the current elected positions. Since no position required an election the special election meeting on 12/3/03 was canceled.

Tom made the motion
to adjourn seconded by Shawn Armstrong @ 8:57 pm. Mr. Raffay seconded the motion.
Roberts Rules were in
effect during this meeting.
